Refinery Operator - Los Angeles Refinery


Refinery Overview



This position is located at our Los Angeles Refinery (LAR), which is composed of two linked facilities located roughly five miles apart in Carson and Wilmington, CA, about 15 miles southeast of the Los Angeles International Airport. Carson serves as the front-end of the refinery by processing crude oil, and Wilmington serves as the backend by upgrading the products.

Description

An Operator works rotating shifts on various units within the refinery which process or produce crude oil, petroleum coke, fuel oil, intermediates, gasoline, diesel, steam, electricity and other products. Some of the processes involved use hazardous and volatile materials under high temperature and pressure. Operators are exposed to various work conditions including outside weather and elements, blowing air, heat, noise, vibration and occasionally working from heights and confined spaces. Operators must follow safe work practices including the wearing of Personal Protective Equipment (PPE). In addition, Operators perform various duties required to keep their assigned processing unit/area operating safely and at specified production/run rates.


Responsibilities


The Operator may be responsible for:

* Maintaining equipment and operations.
* Climbing ladders, tanks and towers.
* Taking samples/readings of various process streams.
* Initiating work orders and permitting for work related to the assigned unit.
* Maintaining proper and safe process operations of the operating equipment.
* Serving on the refinery emergency response fire brigade.
* Communicating effectively during the shift and at shift relief regarding key process unit and equipment information.

Relocation is not available for this position.

Qualifications


Basic/Required Qualifications

* Legally authorized to work in the United States on a regular, full-time basis with no restrictions
* Must be at least 18
* Have a valid driver's license
* High school diploma or G.E.D
* Willingness to perform/comply with the following:
* To work at least an 8-hour rotating shift and up to a 12-hour rotating shift, which includes some weekends and holidays (Employees generally work 48 hours one week, 36 hours the next, rotating between days and nights)
* To work overtime
* To work in enclosed spaces, such as tanks and silos
* To work near large, hot, high-speed machines
* To climb up to 250 feet in height
* To lift up to 50 pounds
* To work around chemicals, including acids and bases
* To wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
* To maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
* To perform fire fighting duties
* To work outside in harsh weather conditions
* To work with petroleum products that are under high pressure and heat
* To read technical procedures and materials in English
* To learn computer software associated with process operations

Preferred Qualifications

* Associate's degree or Technical certification in Process Technology from an accredited school
* Military certifications that are process operations related
* One or more years of direct experience working as a process operator, maintenance or technician in a refinery, chemical, power, nuclear, wastewater treatment, or pharmaceutical industry
* Record of formal emergency response training within the last 24 months
* Experience working in the Los Angeles Refinery

Responsibilities:

The Database Administrator is a contributing member of the Global Database Management Services Team.

Description

Process Engineers provide process technical expertise and services focused on enhancing the safety, reliability and profitability of either a process flow or a specific unit performance. This position interfaces with all departments throughout the refinery including operations, maintenance, planning and technical services. This position resides within the technical services department.

Responsibilities

The Process Engineer is responsible for:

* Monitoring/evaluating unit performance and maintaining effective monitoring reports.
* Troubleshooting operational and process quality problems.
* Developing solutions for unit optimization.
* Generating process design improvement projects for strategic and real business improvement.
* Providing technical content for operating procedures.
* Providing detailed process specifications and maintaining P&ID's and equipment data sheets.
* Completing process hazard analysis and process safety management (PSM) requirements.
* Developing and monitoring key performance metrics for assigned units.
* Providing guidance to operations consistent with environmental and operational requirements.
* Maintaining capital and operating expense budget.
* Working outdoors around the units and having the ability to climb ladders and towers and to wear Personal Protective Equipment.

Job or Campus Folder : Control Systems Engineer

Job Description The Control Systems Engineer will provide the facility with technical and operational expertise. Job incumbents will be responsible for designing and maintaining Cisco and Enterasys networks, monitoring system and network performance, installing and maintaining Dell servers and system applications, ensuring compliance with network and domain security standards, managing hardware and software support contracts, maintaining accurate systems documentation, and maintaining domain infrastructures. Successful candidates will have technical skills in the following areas:


Networking

* Extensive knowledge of networking concepts
* Experience with routers/switches/terminal servers
* Administration of IP-based network (SMTP, SNMP, etc.)
* Knowledge of networking security (VLAN, Port Security, Cisco Secure, ACLs)
* Network management / monitoring


Windows Domain Administration


* Support/troubleshoot/configure/administer: Windows Active Directory and Domain, Administration, Security Management (accounts, GPOs, security, Naming Services (DHCP, DNS, WINS)


Hardware

* Install/upgrade/troubleshoot: DELL Servers and Workstations, Network equipment


Software

* Install/upgrade/troubleshoot applications: DMC, RTO, PHD, ACM, Anti-Virus, Backup, General desktop client support
* Experience with MS SQL Server and SQL scripting
* Experience with OPC


Programming Languages

* VB (including use of ADO, RDO, DCOM)
* Windows scripts


DCS System

* Support/troubleshoot/configure/administer: Honeywell TDC3000 and/or Experion, Fox IA,Various types of nodes (HM, AM, Highway-based, UCN-based, etc),TPS nodes (App, Gus, etc),Experion nodes (ACE, ESC, ESV, etc),PLC's,Responsibilities on the DCS: NCF to add or reconfigure node, Release Upgrades, Writing ECs of CL, TPS node administration
* Knowledge of Process Control Instrument system interfaces via OPC, Field Bus, etc.


UNIFORMANCE

* Support/troubleshoot/configure/administer: Oracle Server, PHD Servers, Uniformance client software on desktops, Uniformance scheduler, Tag configuration application (TMU)


VMS

* Experience with: VMS system administration, CM50, Decnet, DCL


Bachelors degree in Engineering (electrical or computer preferred) is required. Microsoft Certified Systems Engineer and Cisco CCNA, CCNP is desirable.

Overview:

Chevron Oronite is a leading developer, manufacturer, and marketer of specialty chemical additives for the fuels and lubricants industries. The Oak Point chemical plant in Belle Chasse is Chevron Oronite’s largest manufacturing facility.
Position Details: Key Job Responsibilities for this position may include but are not limited to:

# Oversees all safety, security and emergency response functions for the plant, which includes an average workforce of 400 employees and 150 contractors.
# Supervises 2-3 employees, manages a contract security force of 10-12 people, and directs all facets of the facility security plan.
# Leads creation , implementation and improvement of all plant-wide safety and security initiatives such as Hurricane Preparedness, Behavioral Based Safety, Industrial Hygiene, Lock Out / Tag Out, Job Safety Analysis, Pre Start-up Safety Reviews, Incident Investigation and Reporting, Emergency Response Team (ERT), Emergency Operating Center (EOC), and safety recognition / award program.
# Provides advice and counsel to all levels in the organization concerning compliance with applicable laws, codes, regulations, standards and company policies related to safety and security, including Chevron’s risk management system.
# Manages the ERT and conducts emergency response and EOC training.
# Develops and updates emergency response procedures, including all training, fire fighting and hazmat mobile equipment, maintains installed firefighting equipment.
# Manages contractor prequalification safety process and on-site audits.
# Evaluates general contractor safety training and site-specific training administered through the local Safety Council.
# Actively involved in Process Safety Management (PSM) activities.
# Acts as leader and management sponsor of Hazard Communication, Incident Investigation & Reporting. Leader of the Management Environmental, Health and Safety Committee and the Union/Management safety committee; supports various plant safety teams.
# Acts as an advisor to global Oronite facilities in Brazil, Singapore and France.
# Is a member of the Plant Leadership Team.
# Manages Oak Point representation on community committees such as the local emergency planning committee and the Greater New Orleans Industrial Educational Council.
# Maintains alliances with other local area safety and emergency response teams, local community fire departments, local governments. Interfaces with Coast Guard, as a regulating entity of facility.
# Assumes responsibility for direct reports’ Performance Management Process (PMP).
# Manages the Safety Newsletter process” with full ownership from the conception to distribution.

Required (Basic) Qualifications:

# Minimum 10 years related safety experience working in a petrochemical / refinery or chemical manufacturing facility.
# Minimum 5 years related safety experience in a supervisory / management role.
# Demonstrated knowledge of OSHA and other safety regulations.
# Demonstrated supervision and leadership skills.
# Demonstrated strategic thinking, influencing, problem solving and decision-making skills.
# Demonstrated experience in dealing with diverse work groups, and resolution of difficult and sensitive issues.
# Demonstrated ability to interface with all levels of management and service internal customers.
# Excellent written and verbal communication skills.
# Proficient in Microsoft applications (Word, Excel, Power Point).
# Must possess a Transportation Worker Identification Credential (TWIC) or be able to obtain one within the first 6 months of employment.
